1. Policy Purpose
The purpose of this policy is to ensure University of Wisconsin System resources are being appropriately used within the State of Wisconsin and when providing educational programs in other states.

3. Scope and Institutional Responsibilities
This policy applies to all UW System institutions and their educational programs.
4. Background
A series of policy problems arise as a result of UW System units offering on-site instruction (the physical presence of a representative of a UW institution) in other states. These include:
- GPR funding of instruction primarily for residents of other states;
- Public relations problems with institutions in other states;
- The development of uncontrolled competition, especially between border institutions of neighboring states, in off-campus instruction and in recruitment;
- Jeopardizing reciprocity relationships between Wisconsin and adjoining states thus adversely affecting opportunities for students.
The policies stated are not intended to prevent the UW System from providing educational programs in other states but to make certain that our resources are being used appropriately in relation to our own needs as well as the needs of other states. Therefore, to remedy or avoid these difficulties, the following policy is effective as of May 8, 1996.

6. Policy Statement
- In no case shall credit instruction offered in another state be supported by GPR funding.
- Undergraduate and graduate instruction by any unit of the UW System offered in another state shall:
- Be cleared through the Provost’s/Vice Chancellor’s office of the institution at which instruction originates;
- Be funded only through funds 131 or 189; and
- Be offered only at the request of a client group or local agency in the other state; and
- Be offered only with the consent of the appropriate extension agency or university in the other state.
- Contractual agreements with public or private agencies involving course offerings in another state must meet the conditions in section 6.B I, III, and IV.
- UW System institution that has internship or other formalized practicum arrangements in another state as a part of the university’s instructional program may offer course work for: (a) those students, (b) their supervisors, and (c) students who have been regularly admitted to a degree program that they are currently pursuing at that UW institution. The course offering shall be primarily for persons in categories (a) and (b), however. Other qualified students may be enrolled in that course except that the numbers of students meeting one or more of the criteria in categories (a), (b), or (c) shall be at least one-half of the number required to offer the course.
- Programs offered through mass or electronic media (radio, television, newspapers, internet, compressed video, satellite uplink, and so forth) that contain no physical presence of a UW institution in another state are not considered on-site instruction. Such programs fall under regulation of each UW institution.
