Client Biography

The University of Wisconsin System is one of the largest systems of public higher education in the country, educating approximately 165,000 students each year and employing 40,000 faculty and staff statewide.

Hotel Preferred Program Requirements

  • As a State Agency, the UW System is eligible for the State Government maximum room rate whenever available. When the current State Government rate is not available, the University may accept a rate up to the U.S. General Services Administration (GSA/Federal Government) (including seasonal differentials) for the location.
  • UW System is proposing a multi-year agreement for 2023 through 2025 where properties will agree to have rooms available 80% of the time throughout the year. Blackout dates not to exceeded 25 dates per year at or below our max rates.
    • Rate 1 – State of Wisconsin rate. If your property offers state government rates, the University of Wisconsin is an agency of the State of Wisconsin and are eligible for the State of Wisconsin “state rate.”  Travelers carry an official University Identification to show eligibility.
    • Rate 2 – GSA/Federal Government rate (including seasonal differentials) for the location and dates of stay.
  • The cost of any additional resort, user, amenity, or municipal fees often results in the lodging maximums being exceeded for the location.  Therefore, the addition of these fees are discouraged unless they provide a cost benefit to the University.
    • Proposers must disclose these additional fees within in the RFP response and if the property is selected these additional costs must be charged as a separate line item (not combined with room rate) to be allowable by UW Travel Policy.
  • Value added amenities such as complimentary WI-FI, breakfast, parking, bus shuttles, and health club will be favorably considered and are important for the UW.

Sales Tax Exemption

The Wisconsin sales and use tax law in s.77.54(9a), 1985 WI Stats., provides an exemption from payment of state, county, and local tax. The Department of Revenue has issued tax exemption number ES:008-1020421203-13 for the use of all UW System Administration and Institutions. We ask our partners to honor tax exemption and ensure they are able to handle processing our tax exemption.
