The reciprocity application for Fall 2025 will open February 1st, 2025.
Applying for reciprocity under the Minnesota-Wisconsin Tuition Reciprocity Agreement allows Wisconsin residents to attend public colleges and universities in Minnesota—and vice versa—for in-state tuition rates instead of higher out-of-state rates. By submitting a reciprocity application before the deadline, eligible students can significantly reduce their educational expenses when attending a public institution in the neighboring state. This program makes higher education more accessible and affordable by eliminating the financial barriers associated with non-resident tuition fees.

Wisconsin residents looking to attend Minnesota public universities should use this application.
The Minnesota/Wisconsin Reciprocity Agreement allows Wisconsin residents to attend Minnesota public universities at in-state tuition rates.
This online reciprocity application is designed for Wisconsin residents who are planning to attend Minnesota public institutions. Applying online through our application is the easiest way to receive reciprocity benefits.
Q. Who should not use this application?
A. Minnesota residents
Minnesota residents should apply through the Minnesota Office of Higher Education.
A. Students attending Minnesota Technical Colleges
Students attending a Minnesota stand-alone technical college should not use this application. Instead, apply directly to the college. Private colleges do not participate in the tuition reciprocity program because they do not charge non-resident tuition rates.
A. Certain professional programs in both states
Students enrolling in professional programs such as Doctor of Medicine, Doctor of Dental Sciences, or Doctor of Veterinary Medicine at public institutions in either state are ineligible for reciprocity tuition.

The application to apply for reciprocity for Fall 2025 will open February 1st, 2025.
Applications must be submitted by the established deadline, which is the last day of classes at the college you are or will be attending in the semester for which this benefit is needed. For example, the Fall 2025 deadline will be the last date of classes in December 2025.
Remember, there is an application deadline, and applications will not be processed retroactively.
There is an automatic renewal process for students who have been granted the reciprocity benefit. If you earn at least one credit during either the Fall or Spring semester at the approved institution, and your enrollment is reported by the school to the Universities of Wisconsin via our enrollment report verification, your reciprocity benefit will be renewed for the upcoming academic year at the same school. You must have been enrolled under the Reciprocity program.
Study abroad programs do not count as enrollment under the Reciprocity program. If you are unsure of your reciprocity status, we advise you to complete a new application and receive an updated approval letter.
- Students are responsible for keeping the Universities of Wisconsin informed of any status changes that may affect their Wisconsin residency eligibility.
- Students who transfer to a different Minnesota institution, either at the start of a new semester or a new academic year, must reapply for reciprocity.
- Students who do not attend during the academic year at the institution for which the benefit was approved must reapply for the Reciprocity program.
