Former foster youth programming or “Fostering Success” programs at higher education institutions can help improve outcomes for students. Positive impacts of Fostering Success programs include building campus support and community for students. These impacts can improve rates of enrollment, retention, and graduation, along with enhancing the overall campus experience of former foster youth.
The 2021-2023 Wisconsin State budget provided UW System (UWS) funding to increase programming that supports former foster youth attending a UWS institution. The allocated funding is meant to be invested in an existing program OR to start a new program at a UWS institution.
The application process is the same for both existing programs and those seeking to start a new one. Programs do not need to fit a specific model and should be developed to meet the needs of each individual campus.

Applications can be submitted through the online application portal (below) from May 24 to June 20, 2022 at 5:00 p.m. No extensions will be granted.
A team of UWS staff will review the applications after June 20, 2022. Application decision letters are expected to be sent to institutions after June 27, 2022.

- Proposal Description
- The proposal description should include information on six general topics as outlined in the application document.
- Proposal/Program Budget
- Institution Endorsement Page
- Use the attached questionnaire as a guide in developing your application materials.
- *Note that not every item in the questionnaire will be relevant to an institution’s application as programs may vary among institutions.
